Meeting Minutes – July 17, 2019

 

The Churubusco Town Council met on July 17, 2019 at 6:30 p.m. in the Town Hall. Members present were Council Members Mark Pepple, Bruce Johnson, and Nathan Van Horn, and Clerk-Treasurer, Madalyn Sade-Bartl. Also in attendance were area residents: Pat Liggett, Brandon Rittenhouse, and Theresa Green; Jeremy Hart, Town Supervisor; Mike Engle, Town Marshal; and Dustin Papenbrock, incoming Town Marshal.

 

President Pepple called the meeting to order, welcomed visitors and led the Pledge of Allegiance. Roll was called by the Clerk-Treasurer. All members were present.

 

Approval of July 3, 2019 meeting minutes:

Mr. Johnson made a motion to accept the minutes from July 3, 2019. Mr. Van Horn seconded, and the motion carried 3-0.

 

Approval of Claims and Payroll Vouchers:

Claims Vouchers dated for July 17, 2019 in the amount of $517,911.72 were presented and approved.

 

Public Comment:

Pat Liggett voiced her satisfaction for the work done on South Street.

 

Old Business:

  1. 1.       South Street Pay Order:  Mr. Johnson made a motion to approve the pay order for Brooks Construction in the amount of $355,132.54. Mr. Van Horn seconded, and the motion carried 3-0.

 

New Business:

There was no business.

 

Department Reports:

Jeremy Hart, Town Supervisor:

Mr. Hart presented the attached report. President Pepple asked if he had talked with E&B representatives concerning the hole on Tulley Street. Mr. Hart stated the spot appeared to have settled and the spot would be patched. Ms. Bartl asked about an item on Hart’s report concerning infiltration and asked if he knew what the costs associated with the project would be due to money in storm and sewer being tight. President Pepple advised Mr. hart not to start any major projects and to just focus on smaller projects until we got quotes for the large fixes.

 

Bob Gray, Wastewater Treatment Plant Supervisor

Mr. Gray was not present.

 

Michael Engle, Town Marshal:

Marshal Engle stated he and Officer Papenbrock would be conducting interviews for a new full-time officer next week and stated there may be a need to hire another part-time office. President Pepple advised him to move forward to help combat the overtime issue.  

 

Rick Krider, Park Supervisor:

Mr. Krider was not present.

 

Ron Felger, Town Attorney:

Mr. Felger was not present.

 

Council Reports:

President Mark Pepple:

President Pepple stated he would be meeting with E&B on Friday and that the RSD was waiting for us to get quotes before moving forward.

 

Bruce Johnson:

Mr. Johnson asked what was happening with the old playground equipment. Mr. Hart stated Rodger Hettinger was only interested in 3 pieces of equipment, so the utility crew would be removing everything else, hopefully in the next week or two. They also had dirt work to complete around the new playground and installing a fence, which was on order. President Pepple stated he also indicated to Mr. Krider during their meeting we may try to purchase other equipment next year.

 

Nathan Van Horn:

Mr. Van Horn asked what was going to occur with the rain garden area on South Street. Ms. Bartl and Mr. Hart explained the benefits of the area, and President. Pepple stated it was a matter of cost. Ms. Bartl stated she had already secured a $5000 grant and was working on several more. She did not anticipate the cost to exceed $15,000. Mr. Hart also stated that Stu and his crew would not get to it until early October as they had another couple of jobs to complete prior to moving over there. President Pepple advised Bartl and Hart to get a quote from Mr. Rasler as to the cost, but the Council agreed to go forward with the project.

 

Madalyn Sade-Bartl:

Ms. Sade-Bartl presented the attached report. President Pepple stated he would like to get a picture with the fire department and police department in front of the new mural.

 

Having no other business and after all proper papers were signed, President Pepple adjourned the meeting.
