				<content:encoded><![CDATA[<p>Meeting Minutes – February 18, 2026</p>
<p>The Churubusco Town Council held a meeting at 6:00 p.m. on February 18th, 2026 at the Churubusco Town Hall, 215 Home Avenue, Churubusco, Indiana. The meeting was called to order by the President with roll called by the Deputy Clerk-Treasurer. The Council members were present or absent as follows:<br />
Present: Devin Keener, Mark Pepple, Nathan Van Horn<br />
Absent: None</p>
<p>Natalie Blessing, Deputy Clerk-Treasurer, and Brendan Ruff, Town Attorney representative, were also present.</p>
<p>Public Hearing: Tower Lease: Mr. Pepple opened the public hearing for the tower lease. After hearing no public comment, Mr. Pepple closed the meeting.</p>
<p>Approval of meeting minutes: 1/21/26 &#038; 2/9/26: Mr. Keener made a motion to approve the meeting minutes from the 1/21/26 regular meeting and the 2/9/26 executive session. Mr. Van Horn seconded and the motion carried 3-0.</p>
<p>Approval of Claims: Claims and payroll vouchers in the amount of $242,085.19 were approved and signed.</p>
<p>Public Comment: Dave Murphy and Rob Lysaght spoke as representatives of the Turtle Days board. They asked the council to consider paying for the festival’s insurance as they had done the year prior. They also asked if the town attorney would be able to assist in updating their paperwork as well. Mr. Pepple advised that he would like to look at the budget before making any decisions. Mr. Murphy also advised the festival will be held June 10th-13th this year.     </p>
<p>OLD BUSINESS<br />
1.	Tower Lease: Mr. Ruff advised that they did get confirmation from APC Towers that they approved the final version of the lease agreement. The attorney explained the changes to the council. Mr. Van. Horn made a motion to suspend the rules so they can approve the lease on the first reading. Mr. Pepple seconded and the motion carried 3-0. Mr. Van Horn then made a motion to approve the lease. Mr. Keener seconded and the motion carried 3-0.</p>
<p>NEW BUSINESS<br />
1.	Water Distribution Improvements Pay App 3 – Casey Erwin with DLZ presented Pay App #3 for Bunn Excavating in the amount of $8,920.05. Mr. Keener made a motion to approve the pay app as presented. Mr. Van Horn seconded and the motion carried 3-0.<br />
2.	Project A – Wastewater Treatment Plant Upgrade – Change Order 10 – Mr. Erwin presented change order 10 for the Wastewater Treatment project. He advised that this change order was for the gate needed at the plant. He stated the Town is able to purchase the material using SRF funding, but that Crosby would not be doing the installation. He advised the Town have American Pump install the gate and pay for it out of the operating budget. Mr. Pepple stated he wanted to speak with Ms. Sade-Bartl about the budget before making a decision. Mr. Van Horn made a motion to approve the change order on the contingency that the funds were available in the budget. Mr. Keener seconded and the motion carried 3-0.<br />
3.	Downtown Busco Subdivision Plat: Mr. Hart confirmed the changes to the plat he suggested had been implemented. Mr. Keener made a motion to approve the plat. Mr. Van Horn seconded and the motion carried 3-0.<br />
4.	Lot Donation: Mr. Keener made a motion to donate lot 3 of the Downtown Busco Subdivision to the Churubusco Library on the contingency they will sign a Memorandum of Understanding that the Town Council will be allowed to use the building for their meetings. After some discussion, Mr. Van Horn seconded the motion and the motion carried 3-0.</p>
<p>DEPARTMENT REPORTS<br />
Water/Street Department- Jeremy Hart: Mr. Hart presented the attached report. </p>
<p>Wastewater Plant- Riley Templeton: Mr. Templeton was not present.</p>
<p>Dustin Papenbrock: Mr. Papenbrock advised he signed a few of his officers up for trainings that will allow them to become instructors. </p>
<p>Rick Krider: Mr. Krider reported there were a lot of people back at the park now that the weather has gotten warmer. He also stated the girl’s softball team has started practice. </p>
<p>Town Attorney- Andy Boxberger: Mr. Boxberger was not present and Mr. Ruff had nothing to report. </p>

<p>CLERK-TREASURER REPORT<br />
Ms. Bartl was not present, but Ms. Blessing advised that she has been working with the bank and the Town is now able to offer a free way to set up auto pay for utility bills. She reported that there will be a letter going out in the March billing with more information. </p>

				<content:encoded><![CDATA[<p>Meeting Minutes – March 18, 2026</p>
<p>The Churubusco Town Council held a meeting at 6:00 p.m. on March 18th, 2026 at the Churubusco Town Hall, 215 Home Avenue, Churubusco, Indiana. The meeting was called to order by the President with roll called by the Deputy Clerk-Treasurer. The Council members were present or absent as follows:<br />
Present: Devin Keener, Mark Pepple, Nathan Van Horn<br />
Absent: None</p>
<p>Natalie Blessing, Deputy Clerk-Treasurer, and Brendan Ruff, Town Attorney representative, were also present.</p>
<p>Approval of meeting minutes: February 18th, 2026: Mr. Van Horn made a motion to approve the meeting minutes from February 18th, 2026. Mr. Keener seconded and the motion carried 3-0.</p>
<p>Approval of Claims: Claims and payroll vouchers in the amount of $1,417,778.27 were approved and signed.</p>
<p>Public Comment: Lisa Fensler stated the Rotary auction went well and thanked the Town for all their help and donations.<br />
Emily Johnson introduced herself to the council as the interim library director. She provided an update on the library project and thanked the Town for their help.     </p>
<p>OLD BUSINESS</p>
<p>NEW BUSINESS<br />
1.	Utility Bill Adjustments: Ms. Blessing presented the council with a list of utility accounts that needed adjusting. She advised that this was due to the utility department not being able to read the meters, so many readings were estimated. Mr. Van Horn made a motion to approve the utility bill adjustments. Mr. Keener seconded and the motion carried 3-0.<br />
2.	Pay App 4; Bunn Excavating – Mr. Keener made a motion to approve Pay App #4 for Bunn Excavating as presented in the amount of $4,553.37. Mr. Van Horn seconded and the motion carried 3-0.<br />
3.	Turtle Days Insurance – Mr. Pepple said he spoke with Ms. Bart and there is money available to help pay for the Turtle Days insurance for 2026. Mr. Pepple made a motion to approve that the Town will pay up to $2000 for the event insurance. Mr. Van Horn seconded and the motion carried 3-0.<br />
4.	Quote for Park Upgrades – The council was presented with a quote for repairs that need done at the park playground. After a brief discussion, the council decided to table the issue so they could review the park budget.<br />
5.	Police Vehicle – Mr. Pepple advised he spoke with Ms. Bartl, and the funds are available for a new vehicle for the police department. Mr. Van Horn made a motion to allow Mr. Papenbrock to move forward with purchasing a new vehicle. Mr. Keener seconded and the motion carried 3-0.</p>

<p>Approval of Prior Meeting Minutes: Mr. Pepple made a motion to approve the meeting minutes for September 17, 2025. Mr. Keener seconded, and the motion carried 3-0. </p>
<p>Approval of Claims: Claims and payroll vouchers in the amount of $1,343,654.45 were approved and signed.</p>

<p>OLD BUSINESS<br />
1.	Ordinance 2025-13: 2026 Budget: Ms. Bartl presented the 2026 Budget. Mr. Pepple asked her about the impacts of SEA 1. She stated the Town would see increased circuit breaker credits in addition to loses from various taxes due to changes in calculation methods. Mr. Pepple made a motion to approve Ordinance 2025-13 as presented. Mr. Keener seconded, and the motion carried 3-0.</p>

<p>DEPARTMENT REPORTS<br />
Water/Street Department- Jeremy Hart: Mr. Hart presented the attached report. He asked about the agreement he forwarded regarding placement of a cell tower on Town property. It was recommended the Council schedule an executive session regarding the agreement. He also stated leaf pickup would start the third week of October.</p>
<p>Wastewater Plant- Riley Templeton: Mr. Templeton was not present.</p>
<p>Police Department- Dustin Papenbrock: Mr. Papenbrock was not present.</p>
<p>Park Department- Rick Krider: Mr. Krider reported the trail had been mulched and concrete work had been done at the dog park and pickleball courts.</p>
<p>Town Attorney- Andrew Boxberger: Mr. Boxberger was not present.</p>
<p>TOWN COUNCIL REPORTS<br />
Mr. Van Horn stated he would follow up with department heads regarding the updates to the ordinance book. He also stated he would be out of town on the October 15 meeting. It was decided to cancel the meeting.</p>
<p>Mr. Pepple gave an update on the meeting he had with the Legion and VFW regarding the Hometown Heroes banners.</p>

<p>The Churubusco Town Council held a meeting at 6:00 p.m. on September 17, 2025, at the Churubusco Town Hall, 215 Home Ave, Churubusco, Indiana. The meeting was called to order by the President with roll called by the Clerk-Treasurer. The Council members were present or absent as follows:<br />
Present: Devin Keener, Nathan Van Horn, Mark Pepple<br />
Absent: None</p>
<p>Madalyn Sade-Bartl, Clerk-Treasurer, was also present.</p>
<p>Public Hearing- Proposed 2026 Budget: Mr. Van Horn opened the public hearing for the 2026 budget. Ms. Bartl briefly explained the budget. Hearing no public comments, Mr. Van Horn closed the public hearing. </p>
<p>Approval of Prior Meeting Minutes: Mr. Pepple made a motion to approve the meeting minutes for September 3 with a correction to the meeting location and the September 11 meeting minutes as presented. Mr. Keener seconded, and the motion carried 3-0. </p>
<p>Approval of Claims: Claims and payroll vouchers in the amount of $134,694.34 were approved and signed.</p>
<p>Public Comment: Kristi Riggs stated there would be a QR code for garage sale listings and gave an update on information she had gathered for the Hometown Heroes banners. Kayla Crance reported a sinkhole on US 33 near the entrance of Brevin’s/Sav U Mor. Lisa Fensler reported the Rotary had a successful golf outing. </p>

<p>NEW BUSINESS<br />
1.	Road Closure Requests: The Legion sent Mr. Van Horn four road closure requests for the alley adjacent to their building. Mr. Pepple made a motion to approve the requests. Mr. Keener seconded, and the motion carried 3-0.<br />
2.	Pay App #3- CCMG- $226,013.52: Casey Erwin, DLZ Engineering, presented pay application #3 for the CCMG project. Mr. Pepple made a motion to approve as presented. Mr. Keener seconded, and the motion carried 3-0.<br />
3.	Update ADA and Title VI Plans: Mr. Erwin explained that INDOT was cracking down on ensuring the ADA Transition Plan and Title VI Implementation Plans were being updated annually as a prerequisite to applying for CCMG funding. The Council decided to submit commitment letters to INDOT before the October 1 deadline and would work on having both plans updated within the ninety-day extension window.<br />
4.	Introduction of Ordinance 2025-13: 2026 Budget: Mr. Keener made a motion to introduce Ordinance 2025-13 as presented. Mr. Pepple seconded, and the motion carried 3-0.</p>
<p>DEPARTMENT REPORTS<br />
Water/Street Department- Jeremy Hart: Mr. Hart was not present.</p>
<p>Wastewater Plant- Riley Templeton: Mr. Templeton was approved by IDEM to take the operator’s exam and was awaiting a date to take it. </p>
<p>Police Department- Dustin Papenbrock: Mr. Papenbrock stated everything was running well. He was finishing annual training and was assisting the Rotary and Chamber with events.</p>
<p>Park Department- Rick Krider: Mr. Krider was not present.</p>
<p>Town Attorney- Brendan Ruff: Mr. Ruff had nothing to report.</p>

				<content:encoded><![CDATA[<p>Meeting Minutes – September 3, 2025</p>
<p>The Churubusco Town Council held a meeting at 6:00 p.m. on September 3, 2025, at the Boy Scout Building, 501 N. John Krieger Drive, Churubusco, Indiana. The meeting was called to order by the President with roll called by the Clerk-Treasurer. The Council members were present or absent as follows:<br />
Present: Devin Keener, Nathan Van Horn, Mark Pepple<br />
Absent: None</p>
<p>Madalyn Sade-Bartl, Clerk-Treasurer, was also present.</p>
<p>Approval of Prior Meeting Minutes: Mr. Keener made a motion to approve the meeting minutes for August 20, 2025. Mr. Pepple seconded, and the motion carried 2-0. Mr. Pepple abstained. </p>
<p>Approval of Claims: Claims and payroll vouchers in the amount of $324,004.92 were approved and signed.</p>
<p>Public Comment: Kristi Riggs asked about the status of the Hometown Heroes banners. Mr. Van Horn stated he would have to locate that information and he would have to coordinate with the Legion.</p>
<p>OLD BUSINESS<br />
There was no old business.</p>
<p>NEW BUSINESS<br />
1.	Chocolate Turtle Façade Grant: Chocolate Turtle submitted a request for a façade grant. The total project cost is $25,300 and they were seeking $5000. Mr. Pepple made a motion to approve the request. Mr. Keener seconded and the motion carried 3-0.<br />
2.	Resolution 2025-12: SRF Revised Signatory: SRF was requesting updated information concerning the chief elected official. Mr. Pepple made a motion to approve Resolution 2025-12. Mr. Pepple seconded, and the motion carried 3-0.<br />
3.	Discussion of 2026 Budget: Ms. Bartl explained the impact lost revenues caused by property tax and local income tax changes would have on the 2026 budget. The Council had a brief discussion about personnel roles. The public hearing for the budget was scheduled for the September 17, 2025 meeting.</p>
<p>DEPARTMENT REPORTS<br />
Water/Street Department- Jeremy Hart: Mr. Hart presented the attached report.</p>
<p>Wastewater Plant- Riley Templeton: Mr. Templeton stated things were running fine. An application to take the exam had been sent to IDEM. He was waiting for their approval that he was eligible. </p>
<p>Police Department- Dustin Papenbrock: Mr. Papenbrock was not present.</p>
<p>Park Department- Rick Krider: Mr. Krider was not present but had reported to Mr. Van Horn that the park was getting ready for winter.</p>
<p>Town Attorney- Andrew Boxberger: Mr. Boxberger gave a brief update on the status of the code book.</p>
<p>TOWN COUNCIL REPORTS<br />
Mr. Van Horn gave an update on Halloweenfest.</p>
<p>Neither Mr. Pepple nor Mr. Keener had anything to report.</p>
<p>CLERK-TREASURER REPORT<br />
Ms. Bartl had nothing to report.</p>
<p>There being no further business to come before the meeting, the meeting was thereupon adjourned.</p>

<p>The Churubusco Town Council met on September 11, 2025 at 6:30 p.m. in the Town Hall for an executive session. The purpose of the meeting was in accordance to 5-14-1.5-6.1(b)(5) and (b)(9). Members present were council members Devin Keener, Mark Pepple, and Nathan Van Horn; and Clerk-Treasurer, Madalyn Sade-Bartl.<br />
President Van Horn called the meeting to order. Ms. Bartl reminded those present that no final decisions could be made at an executive session. Only items related to the above-mentioned subjects were discussed.  The meeting adjourned at 7:50 p.m.</p>

				<content:encoded><![CDATA[<p>Meeting Minutes – August 20, 2025</p>
<p>The Churubusco Town Council held a meeting at 6:00 p.m. on August 20, 2025, at the Boy Scout Building, 501 N. John Krieger Drive, Churubusco, Indiana. The meeting was called to order by the President with roll called by the Clerk-Treasurer. The Council members were present or absent as follows:<br />
Present: Devin Keener, Nathan Van Horn<br />
Absent: Mark Pepple</p>
<p>Madalyn Sade-Bartl, Clerk-Treasurer, was also present.</p>
<p>Approval of Prior Meeting Minutes: Mr. Keener made a motion to approve the meeting minutes for the August 6, 2025 executive session and regular meeting. Mr. Van Horn seconded, and the motion carried 2-0. </p>
<p>Approval of Claims: Claims and payroll vouchers in the amount of $127,910.54 were approved and signed.</p>
<p>Public Comment: Kayla Crance asked about the status of the Town Wide Garage Sale. Mr. Van Horn stated they would still happen but there would be changes in how they were advertised. Lisa Fensler asked about Halloweenfest. Ms. Sade-Bartl stated the deputy clerk was not able to assist with the event in any capacity. Mr. Van Horn stated he was unsure of its status.</p>
<p>Kayla Crance also stated there were several Churubusco businesses that were in contention for Fort Wayne Reader’s Choice. She encouraged people to vote for local businesses.</p>
<p>OLD BUSINESS<br />
There was no old business.</p>
<p>NEW BUSINESS<br />
	Todd Thurber was present and gave a report about the status of the sewer project, water project, and CCMG project. He had several action items within his report. They are as follows:<br />
1.	Sewer Project A- Pay App #30- Crosby- $307,233.94: Mr. Keener made a motion to approve Pay App 30 as presented. Mr. Van Horn seconded, and the motion carried 2-0.<br />
2.	Sewer Project A- Change Order #9- $54,786.00: Mr. Thurber explained the change order items. Mr. Keener made a motion to approve change order 9 of Sewer Project A. Mr. Van Horn seconded, and the motion carried 2-0.<br />
3.	Water Project- DLZ Supplement 1: Mr. Thurber explained that a new contract for items outside of preliminary engineering for the water project had never been signed and all fees for engineering were in the bond total. Mr. Keener made a motion to approve the supplemental agreement with DLZ. Mr. Van Horn seconded, and the motion carried 2-0.<br />
4.	Salary Ordinance changes: Mr. Van Horn brought the Council a change to the 2025 salary ordinance that included an increase to the Deputy Clerk’s position from $27.96/hour to $32.15/hour- an increase of 15%- to compensate her for extra duties she was being asked to do. Mr. Keener had concerns about the large increase and felt that if an increase was approved, there would be a method to track what extra things she was doing and how much time those duties expended. He felt the Council rushed into giving a significant raise to Jeremy Hart without putting any accountability methods into practice and he did not want that to happen again. There was not a motion to introduce the ordinance.<br />
5.	Public Safety Recognition/Presentation: Mr. Keener invited members from the various public safety entities that serve the Town to attend the meeting and present their departments. Those present were as follows:</p>
<p>Nick Casey- Parkview EMS Director<br />
Kyle Bair- Smith Township Fire Department Chief<br />
Ed Scott- Whitley County Emergency Management Director<br />
Dustin Papenbrock- Churubusco Police Department Town Marshal</p>
<p>They all gave summaries of what they do for the community, those who serve within their departments, and the successes within their departments. The Council thanked each of them for presenting and assisting with keeping our community safe.</p>
<p>DEPARTMENT REPORTS<br />
Water/Street Department- Jeremy Hart: Mr. Hart was not present but left the attached report.</p>
<p>Wastewater Plant- Riley Templeton: Mr. Templeton stated all three clarifiers were up and operational. Ms. Bartl asked about another issue that had been brought to her attention about the weir needing replaced. Riley stated he was waiting for quotes. </p>
<p>Police Department- Dustin Papenbrock: Mr. Van Horn asked him about the speeding concerns on Line Street. Marshal Papenbrock stated he had not experienced speeding as being as large of an issue as what residents were stating it was and said the highest he had clocked someone on Line Street in the 20-mph zone was 27 mph. He and Mr. Keener also stated they were unsure about the feasibility of making Tulley and Line a 3-way stop due to driveway placements.   </p>
<p>Park Department- Rick Krider: Mr. Krider stated the Park was still busy with the beginning of high school sports. He also stated he’d had community service at the Park a few times over the summer, and they had completed several painting and mulching projects.</p>
<p>Town Attorney- Brendan Ruff: Mr. Ruff had nothing to report.</p>
<p>TOWN COUNCIL REPORTS<br />
Mr. Van Horn stated he had attended the Solid Waste meeting and would be attending the BZA meeting the following evening. He also stated he was meeting with the Chamber the following week.</p>
<p>Mr. Keener had nothing to report.</p>
<p>CLERK-TREASURER REPORT<br />
Ms. Bartl stated she had been working on the 2026 budget as her DLGF meeting was the following Friday and revenues would be decreasing by at least $75,000 next year due to recent legislative changes in addition to a triple digit increase to the Town’s circuit breaker impact. She also reported that liability insurance was increasing by 11% and she would not have health insurance numbers until after the budget had to be submitted, but she was anticipating a large increase with that expense.</p>

<p>The Churubusco Town Council held a meeting at 6:00 p.m. on August 6, 2025, at the Town Hall, 215 Home Avenue, Churubusco, Indiana. The meeting was called to order by the President with roll called by the Clerk-Treasurer. The Council members were present or absent as follows:<br />
Present: Devin Keener, Nathan Van Horn, Mark Pepple<br />
Absent: None</p>
<p>Madalyn Sade-Bartl, Clerk-Treasurer, was also present.</p>
<p>Approval of Prior Meeting Minutes: Mr. Pepple made a motion to approve the meeting minutes for July 16, 2025. Mr. Keener seconded, and the motion carried 3-0. </p>
<p>Approval of Claims: Claims and payroll vouchers in the amount of $523,195.75 were approved and signed.</p>
<p>Public Comment: There were no public comments.</p>
<p>OLD BUSINESS<br />
1.	Consideration of Plan Commission appointment: Mr. Van Horn stated he spoke to Riley Templeton about the Plan Commission appointment and Riley had agreed to serve on the Commission. Mr. Pepple made a motion to appoint Riley Templeton to the Churubusco Plan Commission. Mr. Keener seconded, and the motion carried 3-0.</p>
<p>NEW BUSINESS<br />
1.	BZA Meeting for August 21, 2025: The Council discussed an email they had received from Amanda Thompson of Whitley County Planning and Building concerning the need for a joint BZA and Town Council meeting. The Council agreed they would respond to her request individually.<br />
2.	PDE Land Management Plat Approval: Planning and Building had delivered a mylar for PDE Land Management for the Council’s approval. The plat had been approved by the Churubusco Plan Commission on June 18 and needed final approval from the Council. Mr. Van Horn made a motion to approve the plat. Mr. Keener seconded, and the motion carried 3-0.<br />
3.	CCMG Pay App #2- Crawford Excavation- $81, 460.00: Mr. Keener made a motion to approve Pay App #2 as presented. Mr. Pepple seconded, and the motion carried 3-0.<br />
4.	Pay App #29 Sewer Project A- Crosby- $249,297.66: Mr. Keener made a motion to approve Pay App 29 for Project A as presented. Mr. Pepple seconded, and the motion carried 3-0.<br />
5.	North Main Water Project Contract: The Council had already approved the contract for the North Main Water Extension at the July 16, 2025 meeting. However, they still had to sign the contract. The contract was signed.<br />
6.	Art Festival/Chalk Walk: There was a question as to who should approve road closures since the Town no longer had a chief-of-staff. The Council decided that road closures should be forwarded to Jeremy Hart.<br />
7.	Ordinance Book Draft: Mr. Boxberger had sent a draft of the Ordinance book to Mr. Van Horn. Mr. Van Horn stated he would send the draft to the department heads for comment. Once he received those comments, the draft would be placed on the website prior to approval.<br />
8.	Town Manager Update: The Council stated they intended to finalize a Town Manager job description and post the job soon. </p>

<p>Mr. Keener stated the next Council meeting would be held at the Scout Building and it would be a Public Safety meeting and a regular Council meeting.</p>

Ms. Bartl stated she and Natalie Blessing would be attending the ILMCT Annual Conference and SBOA School the following week.</p>
