Meeting Minutes – February 1, 2023
The Churubusco Town Council met on February 1, 2023 at 6:00 p.m. in the Scout Building. Members present were council members Devin Keener and Mark Pepple; and Clerk-Treasurer, Madalyn Sade-Bartl. Others present were local residents Lisa Fensler, Tony Fletcher, Ronda Patterson, and Town Marshal, Dustin Papenbrock.
Council President Devin Keener called the meeting to order, welcomed visitors, and led the Pledge of Allegiance. The Clerk called roll. Nathan Van Horn was absent.
Approval of Claims:
Claims Vouchers dated February 1, 2023 in the amount of $375,959.35 were presented and approved.
Public Comment:
Local residents Tony Fletcher and Ronda Patterson spoke stating their dissatisfaction with the recent water and sewer rate increases. President Keener gave a brief history of why they were necessary and the reasons as to why they increased so much.
New Business:
1. Humane Shelter contract: Ms. Bartl presented the proposed Humane Shelter contract. She explained the maximum amount of the contract was increased from $1500 to $2000. She stated she felt it was due to a litter of ten kittens being surrendered last summer and had that occurred again before the end of the year, the Town would not have had to pay for all those kittens under the 2022 agreement. Even with that large litter, she explained, the Town still did not meet the maximum $1500 of the old contract and she felt the Town would not meet the maximum of the updated contract and the Humane Shelter just wanted to safeguard itself. Mr. Pepple made a motion to approve the 2023 Humane Shelter contract as presented. Mr. Keener seconded and the motion carried 2-0.

Mr. Hart was not present.
Bob Gray, Wastewater Treatment Plant Supervisor:
Mr. Gray was not present.
Dustin Papenbrock, Town Marshall:
Mr. Papenbrock reported there was not much new, but he had been more active within the school since there had been a change in administration.
Rick Krider, Park Superintendent:
Mr. Krider was not present.
Andy Boxberger, Town Attorney:
Mr. Boxberger was not present.
Council Reports:
Mark Pepple:
Mr. Pepple reminded the Council he would not be present at the February 15 meeting.
Devin Keener:
President Keener had nothing to report.
Nathan Van Horn:
Mr. Van Horn was not present.
Madalyn Sade-Bartl:
Ms. Sade-Bartl presented the attached report.
Having no other business and after all proper papers were signed, President Keener adjourned the regular meeting.
