Meeting Minutes – April 6, 2022

The Churubusco Town Council met on April 6, 2022 at 6:00 p.m. in the Scout Building. Members present were council members Mark Pepple and Nathan Van Horn; and Clerk-Treasurer, Madalyn Sade-Bartl. Others present were Brian O’Connor, Mike Line, and Christian Hertier from the Handsome Boys Motorcycle Club; residents Brandon & Emily Johnson; Linda Tincher, Post & Mail; Park Superintendent, Rick Krider; and Wastewater Superintendent, Robert Gray.

Council Vice-President Nathan Van Horn called the meeting to order, welcomed visitors, and led the Pledge of Allegiance. Roll was called by the Clerk. President Devin Keener was absent.

Approval of Claims and Payroll Vouchers:
Claims Vouchers dated for April 6, 2022 in the amount of $480,733.10 were presented and approved.

Public Comment:
Members of the Handsome Boys were present and wished to introduce themselves to the Council and community. They also wanted to dispel any rumors that were being said about their club that was traveling through town. They wanted the public to know they were approachable and wanted to be close to the community.

Old Business:
1. There was no old business.

New Business:
1. Archive Social contract: Ms. Bartl presented a contract for Archive Social, a social network archiving service. She explained the social media accounts needed to be archived to comply with public access law and she had spoken to this company several times and received positive feedback from other communities who have used the service. Mr. Pepple stated that if the attorney felt it was something we needed, he was ok with approving the contract, and made a motion to approve the contract pending Andy’s approval. Mr. Van Horn seconded, and the motion passed 2-0.
2. AEP Contract: Ms. Bartl presented a service agreement from AEP for light pole changeover. Mr. Pepple stated he would be more comfortable with tabling the agreement until more information was gathered. Mr. Van Horn agreed.

Department Reports:
Jeremy Hart, Town Supervisor:
Mr. Hart sent the attached report.

Bob Gray, Wastewater Treatment Plant Supervisor
Mr. Gray stated all reports are in and he was experiencing the 3rd month of wet weather.

Dustin Papenbrock, Town Marshal:
Marshal Papenbrock was not present.

Rick Krider, Park Supervisor:
Mr. Krider stated everything was going well at the park. There was a slight drop in youth league enrollment from last year but stated there was an additional travel team this year.

Andy Boxberger, Town Attorney:
Mr. Boxberger was not present.

Council Reports:
Mark Pepple:
President Pepple had nothing to report.

Devin Keener:
Mr. Keener was not present.

Nathan Van Horn:
Mr. Van Horn had nothing to report.

Madalyn Sade-Bartl:
Ms. Sade-Bartl presented the attached report. She stated an application for SRF funding had been submitted.

Having no other business and after all proper papers were signed, Mr. Van Horn adjourned the regular meeting.
