Meeting Minutes- July 17, 2013
The Churubusco Town Council met on July 17, 2013 at 6:30 p.m. in the Town Hall. Members present were President Frank Kessler, Council Members Alan Malcolm & Mark Pepple, and Clerk-Treasurer, Madalyn Sade-Bartl. Also in attendance were area residents Pat Liggett and Pat Stanford; Dave Crabill, Editor of the Churubusco News; Christie Barkley, Editor of the Post & Mail; Town Superintendant, Jeremy Hart; and Town Marshal, Mike Engle.
Council President Frank Kessler called the meeting to order, welcomed visitors and led the Pledge of Allegiance. Roll was called by the Clerk. All Council members and the Clerk were present.
Approval of July 3, 2013 meeting minutes:
Mr. Malcolm made a motion to approve the minutes for the meetings of July 3, 2013. Mr. Pepple seconded and the minutes were approved, 3-0.
Approval of Claims and Payroll Vouchers:
Payroll Docket #14 & Claims Vouchers dated for July 17, 2013 in the amount of $104,987.71 were approved.
Public Comment:
There were no public comments.
Old Business:
There was no old business to discuss.
New Business:
President Kessler opened the floor for public questions concerning the Wellhead Protection Plan. Mr. Stanford posed some questions in which Mr. Hart answered.
Ms. Bartl presented for first reading Ordinance 2013-08, An Ordinance Amending the Adopted Garage Sale Policy. She explained that the current garage sale ordinance had no way of recording when garage sales were held or a penalty clause if the ordinance was violated. The proposed ordinance addressed both of those issues. Mr. Stanford wanted some clarification concerning the purchasing of a permit and the amount of garage sales one could hold during the Town Wide Garage Sale weekend. Ms. Bartl stated that during that weekend that a permit would not need to be purchased and those who had already held two during the year could hold another as no permit was being sought. She would further clarify that in the final adaptation of the ordinance. MR. Malcolm made a motion to introduce Ordinance 2013-08. President Kessler stated that the ordinance had been introduced and a public hearing would be held prior to the next regularly scheduled meeting, August 7, 2013.
Department Reports:
Jeremy Hart, Town Supervisor:
Mr. Hart asked Council if they had made a decision regarding an email about the property adjacent to Park Drive. The current owner of the properties at 501 N. Mulberry and 509 N. Mulberry had presented Mr. Hart with the question of if access could be given to the back half of the properties should the owner decide to split and sell the properties. The Council discussed the issue and decided that since the properties already have access off Park Drive, it would not be an issue should the new property owners seek it.
Mr. Hart also stated he had not heard from Rob at AEP about the pole on Line St.
President Kessler asked about the County’s work on Rapp’s ditch affecting our system. Mr. Hart stated that the concrete finally gave but as far as he knew, nothing was blocked and everything should be fine. President Kessler also asked about how close we were getting camera work done so we could find the infiltration. Mr. Hart stated that he told a few companies to get a hold of him in August.
Michael Engle, Town Marshal:
Marshal Engle reported that the new weapons were in. However, they did not receive duty ammo yet.
Rick Krider, Park Supervisor:
Mr. Krider was not present but sent an email reporting that an anonymous donor had donated $3000 for the purpose of tree removal and stump grinding.
Ron Felger, Town Attorney:
Mr. Felger was not present at the meeting.
Council Reports:
President Frank Kessler:
President Kessler reported that he and Ms. Bartl had met with Mark Jesse from GAI concerning the possibility of INDOT doing a call for projects in the fall. He also stated that he would be attending an OCRA workshop Friday.
Alan Malcolm:
Mr. Malcolm stated he had attended a Solid Waste meeting, but nothing to report from that meeting.
Mark Pepple:
Mr. Pepple had nothing to report.
Madalyn Sade-Bartl, Clerk-Treasurer:
Ms. Bartl stated that she was reconciling all the accounts so she could get the budget done. She also stated that they needed to have a budget meeting with the Council and the department heads next Wednesday at 6:30.
Having no other business and after all proper papers were signed, President Kessler adjourned the meeting.
