Meeting Minutes- July 27, 2016
The Churubusco Town Council met for a special meeting on July 20, 2016 at 6:30 p.m. in the Town Hall. Members present were President Frank Kessler, Council Member Mark Pepple and Clerk- Treasurer, Madalyn Sade-Bartl. Also in attendance was area resident Pat Stanford and Nicole Minier, Churubusco News. Council member, Bruce Johnson, was absent.
Council President Kessler called the meeting to order, welcomed visitors and led the Pledge of Allegiance. Roll was called by the Clerk-Treasurer. All members were present.
Public Hearing- Ordinance 2016-15:
President Kessler called the public hearing addressing Ordinance 2015-16 to order. Resident Pat Stanford voiced his concerns and contempt for yet another property tax. He felt prior spending could have been curtailed in order to fund larger projects.
Hearing no additional public comments, President Kessler closed the hearing.
Old Business:
1. Ordinance 2016-15- An Ordinance Establishing a Cumulative Capital Development Fund: Ms. Bartl explained the process going forward with the establishment of the fund. President Kessler voiced his opinion of why the fund was a good thing for Churubusco and explained most property owners would see very little increase in their annual taxes given the levy thresholds. Mr.Pepple agreed with the prior public comment that he, too, does not like additional taxes but saw the value in this particular tax and felt the Council needs to take future needs into consideration. Mr. Pepple made a motion to accept Ordinance 2016-15 as presented. President Kessler seconded and the motion carried 2-0.
Having no other business and after all proper papers were signed, President Kessler adjourned the special meeting.
