Meeting Minutes – September 4, 2019
The Churubusco Town Council met on September 4, 2019 at 6:30 p.m. in the Town Hall. Members present were Council Members Mark Pepple, Bruce Johnson and Nathan Van Horn, and Clerk-Treasurer, Madalyn Sade-Bartl. Also in attendance were area residents Pat Liggett, Nick Brandt, and Theresa Green; Rick Krider, Park Superintendent; Mike Engle, Town Marshal; and Jeremy Hart, Town Supervisor.
Mr. Pepple called the meeting to order, welcomed visitors and led the Pledge of Allegiance. Roll was called by the Clerk-Treasurer. All members were present.
PUBLIC HEARING- 2020 BUDGET: President Pepple opened the public hearing for the 2020 budget. Hearing no comments, he closed the public hearing.
Approval of Claims and Payroll Vouchers:
Claims Vouchers dated for September 4, 2019 in the amount of $102,073.80 were presented and approved.
Public Comment:
Pat Liggett thanked Marshal Engle for taking care of the traffic jams on South Street.
Old Business:
- 1. Blue Lake rate update: President Pepple stated he and Ms. Bartl met with the Blue Lake Conservancy District to continue rate increase discussions and there were still discrepancies between the two groups. They set up another meeting but stated they would be introducing a rate at the October 2nd meeting regardless of how that meeting turned out.
New Business:
There was no new business.
Department Reports:
Jeremy Hart, Town Supervisor:
Mr. Hart presented the attached report. President Pepple asked Mr. Hart if everything was in order for the Whitley County Regional Sewer District meeting. He said he would have it tomorrow afternoon. He was also asked if the Sunny Slope entrance was done. He stated it was not.
Bob Gray, Wastewater Treatment Plant Supervisor
Mr. Gray was not present.
Michael Engle, Town Marshal:
Marshal Engle stated the new truck had been outfitted but needed lettered. Mr. Johnson asked why the SRO car stated “Smith-Green Community Schools Police” and didn’t say Churubusco anywhere on it. Marshal Engle stated he was unaware that’s how it read or that it didn’t say Churubusco. Marshal Engle asked about the status of the crossing guard position. Ms. Bartl stated she hadn’t received any applications.
Rick Krider, Park Supervisor:
Mr. Krider was not present. Mr. Johnson asked about the permit to start the pavilion. Mr. Hart stated he thought Ms. Bartl was taking care of it and Ms. Bartl stated that she hadn’t received anything from the engineer asked to sign off on the plans so she could not apply for the permit.
Ron Felger, Town Attorney:
Mr. Felger was not present.
Council Reports:
President Mark Pepple:
President Pepple stated there was a Regional Sewer District meeting the following day and hoped more progress could be made to move forward with partnering with them.
Bruce Johnson:
Mr. Johnson had nothing to report.
Nathan Van Horn:
Mr. Van Horn asked about the radius of Mulberry and 205. He stated people were having trouble making the turn. Mr. Hart stated there was not much that could be done.
Madalyn Sade-Bartl:
Ms. Sade-Bartl stated she would be at the IMPACT conference the following week and her intern did not work out and she was considering a more permanent solution.
Having no other business and after all proper papers were signed, President Pepple adjourned the meeting.
