Meeting Minutes – September 21, 2022
The Churubusco Town Council met on September 21, 2022 at 6:00 p.m. in the Scout Building. Members present were council members Devin Keener, Nathan Van Horn, and Mark Pepple (via Zoom); and Clerk-Treasurer, Madalyn Sade-Bartl. Others present were Officer Chris Anderson and Officer Brandon Rittenhouse, Churubusco Police Department and community member, Tara Rittenhouse (via Zoom).
Council President Devin Keener called the meeting to order, welcomed visitors, and led the Pledge of Allegiance. The Clerk called roll. All members were present.
Approval of meeting minutes for August 17, 2022
Mr. Van Horn made a motion to approve the minutes from August 17, 2022. Mr. Pepple seconded, and the motion carried 3-0.
Approval of Claims and Payroll Vouchers:
Claims Vouchers dated for September 21, 2022 in the amount of $148,774.85 were presented and approved.
Public Comment:
There were no public comments.
Old Business:
1. SRF Documents: Ms. Bartl presented Front-End Documents as prepared by Holly Miller from DLZ for the sewer project. Ms. Bartl stated she was unsure if a motion needed to be made to allow Devin to sign the documents, but suggested the Council do one just in case it was needed. Mr. Van Horn made a motion to approve Devin Keener sign the presented documents. Mr. Keener seconded, and the motion carried 3-0.
2. Authorization for Council President to sign documents outside of a meeting: Ms. Bartl stated there would be a lot of documents coming in the very near future that would require an immediate signature and the best thing to do would allow the President to sign documents outside of a public meeting. Mr. Van Horn made a motion to allow the Council President sign documents outside of a public meeting. Mr. Pepple seconded, and the motion carried 3-0.
New Business:
1. Drone Program: Officers Anderson and Rittenhouse were present to showcase the two drones Churubusco Police Department had recently bought. The officers were instrumental in receiving a generous donation from Steel Dynamics to purchase the equipment without using any taxpayer dollars. The officers reviewed how the equipment would be used, necessary trainings, how they will benefit the community, and answered questions the Council had. After their presentation, the Council thanked them for their hard work in starting the program, obtaining funding, and receiving the needed certifications.

Having no other business and after all proper papers were signed, President Keener adjourned the regular meeting.
