Meeting Minutes – March 20, 2024
The Churubusco Town Council met on March 20, 2024 at 6:00 PM in the Town Hall.. Members present were council members Mark Pepple, Devin Keener and Nathan Van Horn. Others present were Robert Gray, Wastewater Treatment Plant Supervisor; Rick Krider, Park Superintendent; Dustin Papenbrock, Town Marshall; Natalie Blessing, Deputy Clerk-Treasurer; Jeremy Hart, Water/Street Supervisor; Andrew Boxberger, Town Attorney; Lisa Fensler, RDC; David Murphy, Turtle Days; and Officer Robert Lysaght.
President Keener called the meeting to order, welcomed visitors, and let the Pledge of Allegiance. The Deputy Clerk called roll. Clerk Treasurer, Madalyn Sade-Bartl was absent.
Approval of meeting minutes for December 20, 2023:
Minutes dated February 21, 2024 and March 6, 2024 were presented and approved.
Approval of claims dated January 17th, 2024:
Claims Vouchers dated March 20, 2024 in the amount of $24,669.25 were presented and approved.
Public Comment:
There was no public comment.
Old Business:
There was no old business.
New Business:
1. Façade Grant – Busco Beans: A façade grant for Busco Beans was presented in the amount of $2313.15. Mr. Van Horn made a motion to approve the façade grant for the amount requested. Mr. Keener seconded and the motion carried 3-0.
2. Approval of Pay Apps – Sewer Project: Pay App 13 was presented in the amount of $473,921.75. Mr. Van Horn made a motion to approve Pay App 13 in the amount presented. Mr. Keener seconded and the motion carried 3-0.
3. Turtle Days Discussion: The council, Mr. Boxberger, and David Murphy discussed the future of the Turtle Days Festival and options for the Town assisting the Turtle Days organization in the future. The Turtle Days organization agreed to keep the current structure in place for this year’s festival and work on gaining non profit status for the next year. Mr. Van Horn and Mr. Papenbrock agreed to help with the Turtle Days board in whatever way they could.

Mr. Hart presented the attached report.
Bob Gray, Wastewater Treatment Plant Supervisor:
Mr. Gray had nothing to report.
Dustin Papenbrock, Town Marshall:
Mr. Papenbrock had nothing to report.
Rick Krider, Park Superintendent:
Mr. Krider advised that softball starts back at the park next week. He also said the health inspector gave them an A on the inspection for the concessions. He also advised they are waiting on it to warm up so they can add lines to the pickleball courts.
Andy Boxberger, Town Attorney:
Mr. Boxberger stated the RDC was applying for a loan of Biggs. He asked the council for a letter of support to submit with the application. Mr. Van. Horn approved the council providing a letter of support. Mr. Keener seconded and the motion carried 3-0.

Mr. Pepple was not present.
Nathan Van Horn:
Mr. Van Horn had nothing to report.
Madalyn Sade-Bartl:
Ms. Bartl was not present.
Having no other business and after all proper papers were signed, Mr. Pepple adjourned the regular meeting.
