Meeting Minutes – August 21, 2024

The Churubusco Town Council met on August 21, 2024 at 6:00 PM in the Town Hall. Members present were council members Devin Keener and Nathan Van Horn; and Clerk-Treasurer Madalyn Sade-Bartl. Others present were Jeremy Hart, Street/Water Supervisor; Dustin Papenbrock, Town Marshall; and citizens Brandon Rittenhouse, Kayla Crance, and Lisa Fensler.
Council member Nathan Van Horn called the meeting to order, welcomed visitors, and led the Pledge of Allegiance. The Clerk called roll. Council President, Mark Pepple, was absent.
Approval of meeting minutes for August 7, 2024:
Meeting minutes for August 7, 2024 were presented. Mr. Keener made a motion to approve August 7, 2024 Minutes. Mr. Van Horn seconded and the motion carried 2-0.
Approval of claims and payroll vouchers:
Claims vouchers dated August 21, 2024 in the amount of $1,035,378.84 were presented and approved.
Public Comment:
Local resident Brandon Rittenhouse inquired about the sidewalk project on South Main. Kayla Crance spoke regarding her opposition to the Economic Development Commission. She expressed that she doesn’t like using public entities for private development and also had a concern regarding per diem. Ms. Bartl advised there will not be a per diem.
Old Business:
There was no old business.
New Business:
1. Ordinance 2024-11: Amended and Restated Abandoned Vehicle Ordinance – Ms. Bartl and Mr. Papenbrock explained why the ordinance is being changed. There was a discussion about additional changes that needed made and the council decided to address the issue at the next meeting once those changes had been implemented.
2. Ordinance 2024-12: Creation of an Economic Development Commission – Mr. Keener made a motion to introduce Ordinance 2024-12. Mr. Van Horn seconded and the motion carried 2-0.
3. Approval of Pay App #18 – Sewer Project A – $311,604.96 – Mr. Keened made a motion to approve Pay App #18 in the amount presented. Mc. Van Horn seconded and the motion carried 2-0.
4. Approve of Change Order #4 – Sewer Project A – $81,240.56 – Ms. Bartl gave an update on the project and change order. Mr. Keener made a motion to approve Change Order #4 in the amount presented. Mr. Van Horn seconded and the motion carried 2-0.
5. Approval of Pay App #5 & #6 – CCMG Project – $16,214.89 & $75368.33 – Mr. Keener made a motion to approve Pay App #5 & #6 in the amounts presented. Mr. Van Horn seconded and the motion carried 2-0.
6. Approval of Change Order 1 & Final – CCMG Project – $152,695.36 – Ms. Bartl gave the council an update. Mr. Keener made a motion to approve the Change Order 1 & Final in the amount presented. Mr. Van Horn seconded and the motion carried 2-0.
Department Reports:
Jeremy Hart, Water/Street Department:
Mr. Hart advised we had sent out letters asking for the material of the pipes coming into residents’ homes for the lead line inventory. He asked that people get those into us as soon as possible, and that those who didn’t get a letter did not need to worry about it. Mr. Keener inquired about the UTV. Mr. Hart advised it was still gone and they had additional testing to figure out the issue. He stated he would follow up with Bobcat.
Bob Gray, Wastewater Treatment Plant Supervisor:
Mr. Gray was not present.
Dustin Papenbrock, Town Marshall:
Mr. Papenbrock stated they were doing firearms this week. He also said he has possible employment changes ups with part time officers. He is also pricing out vehicles for next year and we should be selling 2014 Charger & Durango.
Rick Krider, Park Superintendent:
Mr. Krider was not present.
Andy Boxberger, Town Attorney:
Mr. Boxberger was not present.

Mr. Keener had nothing to report.
Mark Pepple:
Mr. Pepple was not present.
Nathan Van Horn:
Mr. Van Horn had nothing to report.
Madalyn Sade-Bartl:
Ms. Bartl presented the attached report.
Having no other business and after all proper papers were signed, Mr. Van Horn adjourned the regular meeting.
