Meeting Minutes – September 15, 2021
The Churubusco Town Council met on September 15, 2021, at 6:00 p.m. in the Scout Building. Members present were Council Members Mark Pepple, Devin Keener and Nathan Van Horn; and Clerk-Treasurer, Madalyn Sade-Bartl. Also in attendance were Dale Buuck, Whitley County EDC; residents Brandon Johnson and Pat Liggett; Town Supervisor, Jeremy Hart; Town Marshal, Dustin Papenbrock; and Wastewater Superintendent, Bob Gray.
Council President, Nathan Van Horn, called the meeting to order and led the pledge. Roll was called by the Clerk. All members were present.
Approval of August 26, 2021 minutes:
President Van Horn made a motion to approve the minutes for August 26, 2021 as presented. Mr. Keener seconded and the motion carried 3-0.
Approval of Claims and Payroll Vouchers:
Claims Vouchers dated September 15, 2021 in the amount of $165,988.02 were approved and signed.
Public Comment:
There were no public comments.
Old Business:
There was no old business.
New Business:
1. Ordinance 2021-13: An Ordinance Establishing a Redevelopment Department Commission: Mr. Felger had sent a draft of Ordinance 2021-13 for the Council to consider. Dale Buuck, Whitley County EDC Director, stated Union Township’s TIF District that had been established a couple years ago was working well and suggested the same for Churubusco. Mr. Pepple stated creating an RDC has been something the Town has been discussing for years and made a motion to approve Ordinance 2021-13. Mr. Keener seconded and the motion carried 3-0.
Department Reports:
Jeremy Hart, Town Supervisor:
Mr. Hart presented the attached report. He stated all components for the park tractor were now in and delivered.
Bob Gray, Wastewater Treatment Plant Supervisor
Mr. Gray stated reports were in and the Plant had been operating at under the phosphorus limits biologically until it rained. Other than that, the plant was running smooth.
Dustin Papenbrock, Town Marshal:
Marshal Papenbrock stated he had followed up on Wayne Yager’s complaints of junk vehicles and they had been moved.
Rick Krider, Park Supervisor:
Mr. Krider was not present.
Ron Felger, Town Attorney:
Mr. Felger was not present.
Council Reports:
Mark Pepple:
Mr. Pepple had nothing to report.
Devin Keener:
Mr. Keener had nothing to report.
Nathan Van Horn:
Mr. Van Horn stated he was interested in purchasing banners for the light poles that honored hometown heroes. The Council agreed to investigate this.
Madalyn Sade-Bartl:
Ms. Sade-Bartl presented the attached report.
Having no other business and after all proper papers were signed, President Van Horn adjourned the meeting.
