Meeting Minutes- September 17, 2014

 

The Churubusco Town Council met on September 17, 2014 at 6:30 p.m. in the Town Hall. Members present were President Frank Kessler, Council Members Alan Malcolm and Mark Pepple, and Clerk-Treasurer, Madalyn Sade-Bartl. Also in attendance was area residents Pat Liggett, Jean Haynes, and Pat Stanford; Vince Simmers, SIMCO; Dave Pearson, Churubusco Main Street; Katie Wagner, Churubusco News; Tim Misiora, Post & Mail; Park Superintendent, Rick Krider; and Town Marshal, Mike Engle.

 

Council President Frank Kessler called the meeting to order, welcomed visitors and led the Pledge of Allegiance. Roll was called by the Clerk. All members were present.

 

Approval of September 3, 2014 meeting minutes:

Mr. Malcolm made a motion to approve the minutes. Mr. Pepple seconded and the motion carried 3-0.

 

Approval of Claims and Payroll Vouchers:

Claims Vouchers dated for September 17, 2014 in the amount of $115,118.59 were approved.

 

Public Comment:

Jean Haynes had some concerns about the little tree at the corner of the Library and the alley. She stated that the tree was located in a spot where it was difficult to see pedestrians and bikes that were coming down the sidewalk. President Kessler stated he would pass the information along.

 

Dave Pearson from Churubusco Main Street approached the Council and wished to thank them for their support and efforts in obtaining the Main Street grant from OCRA.

 

Vince Simmers, owner of SIMCO, approached the Council asking for an advance of the final installment of the draw for the new building at the Park. He stated there had been some unforeseen events in construction. He wished to receive 1/3 of the final installment in order to pay for some of the overages. President Kessler asked him when the building would be completed. Mer. Simmers stated that he felt the building would be done in two weeks, three weeks maximum. The Council approved the installment under the condition the building would be completely done within 30 days.

 

Old Business:

There was no old business.

 

New Business:

The Council introduced Ordinance 2014-11, An Ordinance Establishing the Care and Specifications of Trees within Town Limits. It was explained that this ordinance was necessary to apply for reforestation grants from the DNR. The Council agreed to present the ordinance for first reading and a public hearing would occur at the next meeting.

 

Department Reports:

Jeremy Hart, Town Supervisor:

Mr. Hart was not present but provided the attached report.

 

Bob Gray, Waste Water Treatment Plant Supervisor

Mr. Gray was not present.

 

Michael Engle, Town Marshal:

Marshal Engle had nothing to report.

 

Rick Krider, Park Supervisor:

Mr. Krider requested information on the sidewalk along Park Drive. Ms. Bartl stated that she had contacted Mr. Felger about drafting an easement agreement, but she had not received it back yet. As soon as it was received, she would get the document signed and contact Stu Rasler to start construction.

 

Ron Felger, Town Attorney:

Mr. Felger was not present.

 

Council Reports:

President Frank Kessler:

President Kessler stated he had attended a meeting amongst the 3 Main Street Associations in the county. They decided they would meet quarterly and would work together to encourage new businesses to locate here. He also stated that he would be meeting with GAI and Lori Shipman to establish timelines to get the project bid.

 

 Alan Malcolm:

Mr. Malcolm had attended a solid waste meeting but had nothing to report.

 

Mark Pepple:

Mr. Pepple reported that he was coordinating with Kristi for the final strategic plan meeting.

 

Madalyn Sade-Bartl:

Ms. Bartl reported the Town Garage Sale would be the following weekend and she had about 40 sales so far who registered. She also informed the Council that Churubusco had been chosen to host an IACT Roundtable on October 14th at the Scout Building and she hoped they would all be in attendance.

 

Ms. Bartl also stated that as part of the United Way Day of Caring, she helped paint Oscar.

 

Having no other business and after all proper papers were signed, President Kessler adjourned the regular meeting.
