ORDINANCE NUMBER 2016-11
AN ORDINANCE AMENDING THE SALARIES
OF ELECTED OFFICIALS AND OTHER EMPLOYEES OF THE TOWN OF CHURUBUSCO FOR THE YEAR 2016

BE IT ORDAINED by the Town Council of the Town of Churubusco, Whitley County, Indiana, that the following will be the established salaries for elected officials and all other employees of the Town of Churubusco for the fiscal year 2016.

Section 1 Established salaries by the Churubusco Town Council.
Town Council President $5500.00 Annual Council Members $5000.00 Annual
50% General Fund, 25% Water Fund, 25% Sewer Fund

Section 2 Establishes salary for Clerk-Treasurer
Clerk–Treasurer $368.88 Bi-weekly
100% General

Section 3 Establishes salary for Town Supervisor
Town Supervisor $158.61 Bi-weekly
50% Water, 50% Sewer

Section 4 Establishes salaries for the Churubusco Police Department.
Town Marshal $ 2209.18 Bi-weekly

Deputy Marshal #1 $2011.33 Bi-weekly
With more than two years service and academy training

Deputy Marshal #2 $1839.43 Bi-weekly
With less than two years service and academy training

Part-Time academy trained officers $22.99 per hour

The Town Marshal is required to attend one Town Council meeting per month as part of his/her salaried position.

This Ordinance having been read, amended, passed, and adopted by the Town Council of the Town of Churubusco, Indiana, this 15th day of June, 2016 shall be in full force and effective June 20, 2016 to December 18, 2016.

RESOLUTION 2016-13
A RESOLUTION APPROVING ADDITIONAL APPROPRIATIONS

WHEREAS, Ordinance 2015-10, An Ordinance Amending the Salaries of Elected Officials and Other Employees of the Town of Churubusco for the Year 2016, was passed December 2, 2015; and,

WHEREAS, some distributions established within the Ordinance have been identified as not correlating with the job functions of the positions described; and,
WHEREAS, with the passing of Ordinance 2016-11 occurring after establishment of the 2016 budget, the Clerk-Treasurer has deemed it necessary to increase the amounts of certain appropriations as followed:
GENERAL FUND
From: 101-001-114 Deputy Marshals $ 20,000.00
Total General Fund transferred from $ 20,000.00
To: 101-001-112 Clerk-Treasurer $ 20,000.00
Total General Fund transferred to $ 20,000.00
MVH FUND
From: 201-001-114 Part Time Employee Salary $ 6,000.00
201-001-134 MVH Retirement $ 1,000.00
Total MVH Fund transferred from $ 7,000.00
To: 201-001-113 Salaries & Wages $ 6,000.00
201-001-131 FICA/MEDI $ 1,000.00
Total MVH Fund transferred to $ 7,000.00
NOW, THEREFORE, BE IT RESOLVED, that the Town Council of the Town of Churubusco of Churubusco, Indiana hereby authorizes the Clerk-Treasurer to transfer these funds. Duly adopted by the Town Council at its regular meeting held on the 15th day of June, 2016, at which meeting a quorum was present.

RESOLUTION 2016-12

A RESOLUTION TO ESTABLISH A POLICY REGARDING ERRONEOUS OR IRREGULAR VARIENCES, LOSSES, SHORTAGES, OR THEFTS

WHEREAS, Indiana Code 5-11-1-27 and State Examiner Directive 2015-6 requires a political subdivision to establish internal control policies and procedures; and,
WHEREAS, the legislative body shall establish a threshold in which all erroneous or irregular variances, losses, shortages, or thefts of local government funds or property shall be reported immediately to the state board of accounts; and,
WHEREAS, the Town shall maintain records and documentation concerning erroneous or irregular variances, losses, shortages, or thefts in accordance with generally accepted accounting principles and the internal control standards provided by the Indiana State Board of Accounts.
NOW, THEREFORE BE IT RESOLVED by the Town Council of the Town of Churubusco all erroneous variances, losses, shortages, or thefts of cash of one hundred dollars ($100.00) or more shall be reported immediately to the State Board of Accounts. All erroneous or irregular variances, losses, shortages, or thefts which occur more than four (4) times in a month and which in the aggregate total equals or exceeds one hundred dollars (100.00) shall be reported immediately to the State Board of Accounts.
In addition, all erroneous variances, losses, shortages, or thefts of materials of one thousand dollars ($1000.00) or more shall be reported immediately to the State Board of Accounts. All erroneous or irregular variances, losses, shortages, or thefts which occur more than four (4) times in a month and which in the aggregate total equals or exceeds one thousand dollars ($1000.00) shall be reported immediately to the State Board of Accounts.
FURTHER, BE IT RESOLVED, the Town shall investigate all erroneous or irregular variances, losses, shortages or thefts, regardless of whether they meet the materiality threshold established by this Resolution. Upon conclusion of each such investigation, the Town shall:
1. Implement procedures designed to prevent the recurrence of such incidents; and.
2. Take appropriate disciplinary action against the employee responsible for the incident.
DULY ADOPTED by the Town Council of the Town of Churubusco, Whitley County, State of Indiana this 15th day of June, 2016.
