Meeting Minutes- August 3, 2016

The Churubusco Town Council met on August 3, 2016 at 6:30 p.m. in the Town Hall. Members present were President Frank Kessler, Council Members Mark Pepple and Bruce Johnson, and Clerk- Treasurer, Madalyn Sade-Bartl. Also in attendance was area resident Pat Liggett; Nicole Minier, Churubusco News; Park Superintendent, Rick Krider; and Town Marshal, Mike Engle.

Council President Kessler called the meeting to order, welcomed visitors and led the Pledge of Allegiance. Roll was called by the Clerk-Treasurer. All members were present.

Approval of July 20, 2016 & July 27, 2016 meeting minutes:
Mr. Pepple made a motion to approve the minutes for the meeting of July 20, 2016. Mr. Johnson seconded and the motion carried 3-0. Mr. Pepple made a motion to approve the minutes for the July 27, 2016 meeting. Mr. Kessler seconded and the motion carried 2-0 with Mr. Johnson abstaining.

Approval of Claims and Payroll Vouchers:
Claims Vouchers dated for August 3, 2016 in the amount of $173,169.66 were approved.

Public Comment:
There were no public comments.

Old Business:
There was no old business.

New Business:
1. Quotes for ADA remodel of park restrooms: Park Superintendent, Rick Krider, presented the Council with three quotes for the remodel of the Splash Pad restrooms. Mr. Pepple was concerned with the variance of the three quotes. Mr. Krider explained the quote for Mercy Tree Carpentry included the price to remodel the Diamond 1 restrooms, too. Mr. Pepple asked him if he had seen the work performed by both Mercy Tree Carpentry and RLP. Mr. Krider stated he had not received references. The Council tabled the decision until Krider had researched the contractor’s work and obtained itemized bids.

Department Reports:
Jeremy Hart, Town Supervisor
Mr. Hart was not present, but left the attached report.

Bob Gray, Waste Water Treatment Plant Supervisor
Mr. Gray was not present.

Michael Engle, Town Marshal:
Marshal Engle reported he had posted the full time officer position internally and he was accepting internal applicants until August 12.

Rick Krider, Park Supervisor:
Mr. Krider reported the mulching along the trails was almost complete. He also stated the 12U tourney went very well and the park was being considered as host for the 16U tourney in 2017.

Ron Felger, Town Attorney:
Mr. Felger was not present.

Council Reports:
President Frank Kessler:
Mr. Kessler reported he had attended the EDC Roundtable. He stated downtowns around the county were improving and Churubusco continued to be the shining star. He also reported he had been corresponding with the landscaper concerning the trees downtown and informed the Council Kristi Sturtz would be at the meeting on the 17th.

Bruce Johnson:
Mr. Johnson had nothing to report.

Mark Pepple:
Mr. Pepple had nothing to report.

Madalyn Sade-Bartl:
Ms. Sade-Bartl stated the Block Party would be held on the 27th from 4-8 pm. She also stated she and Jeremy Hart would be attending Tree Steward classes on the 11th & 12th as part of their Tree Board responsibilities. She also had other projects she was working on and informed the Council the Youth Foundation was preparing their letter of interest for a Place Based Investment grant through OCRA. The Foundation was hoping to have the full support of the Council. The Council voiced their support of the playground project and hoped to work with the Foundation in whatever they needed. Finally, she stated she would be in Indy during the next meeting for an IACT Board of Directors meeting and Kari would be covering.

Having no other business and after all proper papers were signed, President Kessler adjourned the regular meeting.
