Meeting Minutes – November 16, 2016

The Churubusco Town Council met on November 16, 2016 at 6:30 p.m. in the Town Hall. Members present were President Frank Kessler, Council Member Mark Pepple, Council Member Bruce Johnson and Deputy Clerk, Kari Shively. Also in attendance were area residents Pat Liggett, Jean Haynes, and Pat Stanford; Nicole Minier, Churubusco News; Rachel Rosfeld, Post & Mail; Town Marshal, Mike Engle; Waste Water Treatment Plant Supervisor, Bob Gray, and Town Supervisor Jeremy Hart.

Council President Frank Kessler called the meeting to order, welcomed visitors and led the Pledge of Allegiance. Roll was called by the Deputy Clerk. Clerk-Treasurer, Madalyn Sade-Bartl was absent. All other members were present.

Approval of November 2, 2016 meeting minutes:
Mr. Johnson made a motion to approve the minutes with the two noted corrections: Pat Stanford, area resident, was not in attendance at the November 2, 2016 meeting and the misspelling of area resident Brian Casey’s name. Mr. Pepple seconded and the motion carried 3-0.

Approval of Claims and Payroll Vouchers:
Claims Vouchers dated for November 16, 2016 in the amount of $107,653.77 were approved.

Public Comment:
There were no public comments.

Old Business:
There was no old business.

New Business:

1. Bid on 2010 Dodge Charger:
President Kessler told the Council that Marshal Engle took the Charger to an auction and the bid came in at $6,200.00, which is below book value. Mr. Johnson made a motion to reject the bid of $6,200.00 and to sell the Charger through a different avenue. Mr. Pepple seconded the motion and the motion carried 3-0.

2. Social Media Policy:
While President Kessler thought the social media policy was needed, it was recommended that it be tabled at this time. Mr. Johnson made a motion to table the social media policy. Mr. Pepple seconded and the motion carried 3-0.

3. Organizational Chart:
President Kessler reported the change in the organizational chart is with the Park Supervisor position now being under the Town Supervisor. Mr. Pepple made a motion to accept the Organizational Chart with the change. Mr. Johnson seconded and the motion carried 3-0.

4. Bad Debt Resolution 2016-22:
President Kessler asked Ms. Shively if she could explain the other charges column of outstanding debt. Ms. Shively explained those were mowing violations and shut off fees that we have been unable to collect. Mr. Pepple made a motion to accept Bad Debt Resolution 2016-22. Mr. Johnson seconded and the motion carried 3-0.

Department Reports:
Jeremy Hart, Town Supervisor:
Mr. Hart was present and left a report. Mr. Hart informed the Council they have been working on 33 as well as on Greenwood along with picking up leaves and asphalt work. President Kessler told Mr. Hart the work that was done on John Krieger Drive looks good. Mr. Hart stated they have to do a little dirt work around the edges and then it would be finished.

Bob Gray, Waste Water Treatment Plant Supervisor
Mr. Gray was present and reported things are good at the Waste Water Treatment Plant.

Michael Engle, Town Marshal:
Marshal Engle was present and reported State Board of Accounts said the 2010 Dodge Charger could be listed on Craiglist for sale. Marshal Engle reported with Dustin Papenbrock now full-time and Gary Archbold accepting a K-9 position where he works a split shift, he may have to have another part-time to replace one of them. Marshal Engle said he was going to try the schedule for a while and see how it comes out. Mr. Johnson asked Marshal Engle if the outside camera is working properly now and Marshal Engle stated everything was working. Marshal Engle also reported to the Council that he will present the Council with quotes for a new car at the next Council meeting.

Rick Krider, Park Supervisor:
Mr. Krider was not present.

Ron Felger, Town Attorney:
Mr. Felger was not present.

Council Reports:
President Frank Kessler:
President Kessler reported he has an EDC Roundtable tomorrow morning.

Bruce Johnson:
Mr. Johnson reported Turtle Days is going to be different next year with more of a focus on Oscar.

Mark Pepple:
Mr. Pepple reported there is an EMA Advisory Board meeting on Tuesday.

Madalyn Sade-Bartl:
Ms. Sade-Bartl was not present. Ms. Shively reported Town offices would be closed on November 24th and 25th for the Thanksgiving Holiday. Ms. Shively also reported the Christmas Tree Lighting would take place on November 26th at the point downtown.

Having no other business and after all proper papers were signed, President Kessler adjourned the regular meeting.
