Meeting Minutes –February 1, 2017

The Churubusco Town Council met on February 1, 2017 at 6:30 p.m. in the Town Hall. Members present were President Mark Pepple, Council Member Bruce Johnson, and Clerk-Treasurer Madalyn Sade-Bartl. Also in attendance were area residents Pat Liggett and Pat Stanford; Rachel Rosfeld, Post & Mail; Nicole Minear, Churubusco News; Park Superintendent, Rick Krider, Wastewater Superintendent, Bob Gray; and Town Marshal, Mike Engle.

President Mark Pepple called the meeting to order, welcomed visitors and led the Pledge of Allegiance. Roll was called by the Clerk. Frank Kessler was absent. All other members were present.

Approval of January 18 & January 20, 2017 meeting minutes:
Mr. Johnson made a motion to approve the minutes for the meetings of January 18 and January 20 as presented. Mr. Pepple seconded and the motion carried 2-0.

Approval of Claims and Payroll Vouchers:
Claims Vouchers dated for February 1, 2017 in the amount of $125,913.28 were approved.

Public Comment:
There were no public comments.

Old Business:
There was no old business.

New Business:
1. Main Street Update and Façade Grant: Ms. Bartl stated she had not heard from Main Street President, David Pearson since being asked to be put on the agenda. The Council decided to table the update until a future date.
2. Ordinance 2017-05: Backflow Prevention: Ms. Bartl presented to Council an ordinance implementing standards and procedures for backflow prevention. Town Supervisor, Jeremy Hart, had stated via email the ordinance looked good. Mr. Johnson made a motion to approve the ordinance as presented. Mr. Pepple seconded and the motion carried 2-0.
3. SRO Contract: President Pepple presented to Council the most recent SRO contract. He stated he and Superintendent Mast had been in contact regarding the contract and had noticed there was not a current contract in place. He wanted Mr. Johnson and Marshal Engle to read it over and bring any changes to him before the next meeting.

Department Reports:
Jeremy Hart, Town Supervisor:
Mr. Hart was not present, but left a report via email to Ms. Bartl. She stated sidewalk letters had been sent out to those residents who had been skipped last year. Contractor Stu Rasler was ready to get started as soon as the weather allowed.

Bob Gray, Waste Water Treatment Plant Supervisor
Mr. Gray stated all was well at the Treatment Plant. He also informed the Council the valves and actuators would be installed next week.

Michael Engle, Town Marshal:
Marshal Engle reported he should have a new car by the next meeting.

Rick Krider, Park Supervisor:
Mr. Krider stated the Splash Pad restrooms had been completed.

Ron Felger, Town Attorney:
Mr. Felger was not present.

Council Reports:
President Frank Kessler:
President Kessler was not present.

Bruce Johnson:
Mr. Johnson had nothing to report.

Mark Pepple:
Mr. Pepple had nothing to report.

Madalyn Sade-Bartl:
Ms. Sade-Bartl stated the Churubusco Youth Foundation had been awarded a $75,000 grant from Dekko and they were getting closer to achieving their fundraising goal. She also reported Churubusco was awarded another tree planting grant and Churubusco would play host to Tree Steward Training on March 8 & 9.

Having no other business and after all proper papers were signed, President Pepple adjourned the regular meeting.
