Meeting Minutes- June 20, 2018

 

The Churubusco Town Council met on June 20, 2018 at 6:30 p.m. in the Town Hall. Members present were Council Members Mark Pepple, Frank Kessler, and Bruce Johnson; and Clerk- Treasurer, Madalyn Sade-Bartl. Also, in attendance were area residents Pat Liggett and Jean Haynes; Jim Smith, Republic Services; Kirk Selerno, Advance Disposal; Jon Myers, Whitley County EDC; Rob Marr, C&A Tool; Nicole Minear, Churubusco News; Mike Engle, Town Marshal; Bob Gray, Wastewater Superintendent; and Jeremy Hart, Town Supervisor.

 

President Kessler called the meeting to order, welcomed visitors and led the Pledge of Allegiance. Roll was called by the Clerk-Treasurer. All members were present.

 

Approval of June 6, 2018 meeting minutes:

Mr. Johnson made a motion to approve the minutes for the meeting of June 6, 2018. Mr. Pepple seconded, and the motion carried 3-0.

 

Approval of Claims and Payroll Vouchers:

Claims Vouchers dated for June 20, 2018 in the amount of $455,840.16 were presented and approved.

 

Public Comment:

There were no public comments.

 

Old Business:

Trash Removal Bids: Bids were opened at the June 6, 2018 meeting for a new trash removal contract, and while Advanced Disposal appeared as the low bidder, the decision to award a contract was tabled pending further review of the two bids. President Kessler stated, upon review, Advanced Disposal’s bid meet all specifications and he was prepared to award a contract. Mr. Johnson asked which option President Kessler favored- a three-year term or five-year. President Kessler and Mr. Pepple both agreed they would like to see a five-year term signed. Mr. Pepple made a motion to approve a five-year contract with Advanced Disposal to begin August 1, 2018. Mr. Johnson seconded, and the motion carried 3-0.

 

HVAC Replacement Quotes for Government Center: At the June 6 meeting, the Council agreed to table a decision on replacing the Government Center’s HVAC system as only one bid had been received. Ms. Bartl updated the Council that she was still awaiting one more quote from Wheeler in Columbia City. The Council again agreed to table the decision until they received a third quote.

New Business:

C&A Tool expansion abatement request: Jon Myers, executive director of Whitley County EDC, and Robb Marr, president of C&A Tool, were both in attendance to request a ten-year tax abatement for C&A’s latest expansion. Myers stated the $3.5 million investment would expand the company’s capabilities. Mr. Marr added this investment was very positive as the new parent company wanted to C&A to grow. The Council asked Marr other questions concerning employment, training opportunities, and space capabilities. Mr. Pepple finally made a motion to approve Resolution 2018-05, approving a 10-year tax abatement for C&A Tool. Mr. Johnson seconded, and the motion carried 3-0.

 

After the Resolution was passed, Mr. Myers gave a quick update on buildings formerly used by C&A and owned by Dick Conrow. Myers stated Conrow was placing all the buildings for sale within the next couple of weeks and they would be on the state’s website.

 

Department Reports:

Jeremy Hart, Town Supervisor

Mr. Hart presented the attached report.

 

Bob Gray, Waste Water Treatment Plant Supervisor

Mr. Gray stated the new permit should be in within the next week.

 

Michael Engle, Town Marshal:

Marshal Engle reported Turtle Days went well and Officer Swinehart was successful in apprehending a few people from Elkhart who were suspected to be plotting a robbery in Churubusco.

                                       

Rick Krider, Park Supervisor:

Mr. Krider was not present.

 

Ron Felger, Town Attorney:

Mr. Felger was not present.

 

Council Reports:

President Frank Kessler:

Mr. Kessler stated he had attended the Regional Sewer District meeting. The District was moving ahead on preparing projects, but they still had not been chartered and would not meet the fall grant deadline. Kessler also stated he and Marshal Engle had met with the school and a new contract would be presented to the Council within the next few weeks.

 

Bruce Johnson:

Mr. Johnson stated Turtle Days was a huge success and had no major issues.

 

Mark Pepple:

Mr. Pepple had nothing to report.

 

Madalyn Sade-Bartl, Clerk-Treasurer:

Ms. Sade-Bartl presented the attached report. She also reminded the Council and public the next Council meeting would be Thursday, July 5th at 6:30.

 

Prior to adjournment, Jim Smith from Republic Services thanked the Council and Town for being Republic Services customers for the past five years. He stated he would work with Ms. Bartl and Advanced Disposal on their transition.

 

Having no other business and after all proper papers were signed, President Kessler adjourned the
