Meeting Minutes- November 7, 2018

 

The Churubusco Town Council met for a special meeting on November 7, 2018 at 6:30 p.m. in the Town Hall. Members present were Council Members Frank Kessler and Bruce Johnson; and Clerk- Treasurer, Madalyn Sade-Bartl. Also in attendance were area residents Jera Kessler; Ken, Kim, and Keith Bohde; Pat Stanford; Pat Liggett; Jean Haynes; Jay Stankiewicz, Fleis & Vandenbrink; Officer Garry Jones; and Marshal Mike Engle.

 

President Kessler called the meeting to order, welcomed visitors, and led the Pledge of Allegiance. Roll was called by the Clerk-Treasurer. Council member, Mark Pepple, was absent.

 

PUBLIC HEARING: Ordinance 2018-13

President Kessler opened the public hearing for Ordinance 2018-13: An Ordinance Amending Permit Inspection and Connection Fees and Security Deposit Fees for Connection to the Public Sewer System of Churubusco, Indiana. There were no public comments. President Kessler closed the public hearing.

 

Approval of October 17, 2018 meeting minutes:

Mr. Johnson made a motion to approve the minutes for the meeting of October 17, 2018. Mr. Johnson seconded, and the motion carried 2-0.

 

Approval of Claims and Payroll Vouchers:

Claims Vouchers dated for November 7, 22018 in the amount of $384,832.52 were presented and approved.

 

Public Comment:

Ken Bohde spoke before the Council and voiced concerns pertaining to his driveway. Mr. Stankiewicz was present and stated all drives on Mulberry Street would have, at most, an 8.337% incline. He told Mr. Bohde he would go over the cross sections with him later that week. Mr. Bohde was also concerned with a sink hole in his back yard. He thought there was a water or storm line running in in the back that was causing the sink hole. President Kessler stated Mr. Hart would have to advise.

 

Pat Stanford was concerned with the lack of lighting at the park. Ms. Bartl stated she would investigate getting street lights installed.

 

Old Business:

  1. 1.       Ordinance 2018-13: President Kessler asked if there was any further discussion concerning Ordinance 2018-13: An Ordinance Amending Permit Inspection and Connection Fees and Security Deposit Fees for Connection to the Public Sewer System of Churubusco, Indiana. Mr. Johnson said he had nothing and made a motion to approve Ordinance 2018-13 as presented. President Kessler seconded, and the motion carried 2-0.

  1. Revised Scout Building construction quotes: President Kessler explained there had been a change from the quotes that were approved at the October 17th meeting as the 26-gauge roofing had increased in price. Mr. Johnson made a motion to approve the revised quote of $8775. President Kessler seconded, and the motion carried 2-0.

 

 

New Business:

  1. 1.       Pre-Engineering services- Clingerman Avenue: Ms. Bartl stated she had met with DLZ concerning the possibility of applying for a federal aid grant for the reconstruction of Clingerman Avenue. However, to develop a preliminary estimate, DLZ required the Town to sign a contract for their services. Mr. Johnson made a motion to approve the proposal submitted by DLZ for $5000. President Kessler seconded, and the motion carried 2-0.

Jeremy Hart, Town Supervisor:

Mr. Hart was not present but left the attached report.

 

Bob Gray, Waste Water Treatment Plant Supervisor

Mr. Gray was not present.

Michael Engle, Town Marshal:

Marshal Engle had nothing to report.

 

Rick Krider, Park Supervisor:

Mr. Krider was not present.

 

Ron Felger, Town Attorney:

Mr. Felger was not present.

 

Council Reports:

President Frank Kessler:

President Kessler had nothing to report.

 

Bruce Johnson:

Mr. Johnson had nothing to report.

 

Mark Pepple:

Mr. Pepple was not present.

 

Madalyn Sade-Bartl:

Ms. Sade-Bartl presented the attached report. She announced the Town had been awarded another Community Crossings grant. This grant would reconstruct South Street. The RFQ’s for engineering, design, and inspection were being sent out on Thursday. Insurance renewals were taking up a lot of her time and she stated there would be a special meeting concerning those proposals. She also announced President Kessler’s retirement party would be held immediately following his last meeting on December 19.

 

Having no other business and after all proper papers were signed, President Kessler adjourned the regular meeting.
