Meeting Minutes – February 15, 2023
The Churubusco Town council met on February 15, 2023 at 6:00 p.m. in the Scout Building. Members present were council members Devin Keener and Nathan Van Horn. Others present were Rick Krider, Park Superintendent; Dustin Papenbrock, Town Marshall; Jeremy Hart, Street and Utility Superintendent; Natalie Blessing, Deputy Clerk-Treasurer; Brian Clark; and Bob Sollazzo.
Council President Devin Keener called the meeting to order, welcomed visitors, and let the Pledge of Allegiance. Roll was called by the Deputy Clerk-Treasurer. Council member Mark Pepple, and Clerk-Treasurer Madalyn Sade-Bartl were absent.
Approval of Meeting Minutes for January 18:
Mr. Van Horn made a motion to approve the minutes for January 18, 2023 as presented. President Keener seconded and the motion carried 2-0.
Approval of Claims and Payroll Vouchers:
Claims Vouchers dated for February 15, 2023 in the amount of $209,209.69 were presented and approved.
Public Comments:
There were no public comments.
New Business:
1. Approval of hiring a full-time Utility Assistant: Mr. Keener stated they had conducted interviews and wanted to extend an offer to Tadd Shively at Utility Assistant tier #2. Mr. Van Horn made a motion to approve the hiring of Tadd Shively. Mr. Keener seconded and the motion carried 2-0.
2. Approval of increasing wages for Utility Assistants: Mr. Keener stated that they were raising the wages of Riley Templeton and John Forker. Riley Templeton would be moved from a Utility Assistant #3 to a Utility Assistant #2. John Forker would be moved from a Utility Assistant #2 to a Utility Assistant #1. Mr. Van Horn made a motion to approve pay changes for Riley Templeton and John Forker. Mr. Keener seconded and the motion carried 2-0.
Old Business:
There was no old business.
Department Reports:
Jeremy Hart, Water/Street Department:
Mr. Hart advised they were working on maintenance for Town equipment. They have fixed the mower for the park. He stated they would be starting to work on potholes the following day.
Bob Gray, Wastewater Treatment Plant:
Mr. Gray was not present.
Dustin Papenbrock, Town Marshall:
Mr. Papenbrock stated one of the vehicles needs a new laptop, and their office is in need of two desktop computers. He has spoken with Ms. Bartl and she advised they have money in their budget for these items. He has contacted IT and they are working on it. He also advised he has received a few junk complaints that he is following up on.
Andrew Boxberger, Town Attorney:
Mr. Boxberger was not present.

Council Reports:
Mark Pepple:
Mr. Pepple was not present.
Devin Keener:
President Keener had nothing to report.
Nathan Van Horn:
Mr. Van Horn had nothing to report.
Madalyn Sade-Bartl:
Ms. Bartl was not present.
Having no other business and after all proper papers were signed, President Keener adjourned the regular meeting.
